EU Enforces Stricter EU DSA Rules on ChatGPT, Reddit, and Roblox
The European Commission has officially enforced stricter EU DSA rules on major digital platforms. Specifically, affected companies include ChatGPT, Reddit, and Roblox. As of August 31, 2026, these tech platforms crossed active European user limits. Therefore, they now face high-level compliance mandates across the European Union.
According to official reports, ChatGPT is the first AI chatbot under these regulations. In addition, its massive European audience triggered this regulatory shift as developers and organizations increasingly adopt AI in software development to transform their digital operations.
New Classifications Under EU DSA Rules
The updated regulations strictly govern tech companies based on user size. Consequently, any service with at least 45 million monthly active users in the EU qualifies for extra oversight. The EU designates them as Very Large Online Platforms (VLOPs) or Very Large Online Search Engines (VLOSEs).
Under these new designations:
- ChatGPT (OpenAI): Designated as a Very Large Online Search Engine (VLOSE).
- Reddit: Officially classified as a Very Large Online Platform (VLOP).
- Roblox: Officially classified as a Very Large Online Platform (VLOP).
For this reason, all three services have exactly four months to fully comply with Articles 33 through 43. Required actions include risk assessment reporting, ad archives, and stricter content moderation.

Why ChatGPT Falls Under Search Engine Compliance
OpenAI’s ChatGPT acts primarily as a conversational AI chatbot. However, the European Commission highlighted its live search capabilities under current EU DSA rules.
During user interactions, ChatGPT actively retrieves data through live web queries. As a result, European regulators designated ChatGPT as a hybrid search service.
European Monthly Active User Data Breakdown
Official data from Brussels confirms why regulators targeted these platforms under the expanded scope of the new regulations:
- ChatGPT: Leads with 159.1 million active monthly users in the EU.
- Reddit: Reaches 57.2 million active users across European markets.
- Roblox: Surpasses the threshold with 46.6 million active users.
Enforcement and Regulatory Oversight
Moving forward, the European Commission will collaborate directly with national digital service coordinators, as detailed in the official European Commission press release:
- Ireland’s Media Commission: Will oversee compliance for ChatGPT (OpenAI).
- The Dutch Authority for Consumers and Markets: Will manage coordination for both Reddit and Roblox.
In addition, failure to comply within four months can trigger severe penalties. Fines may reach up to 6% of global annual turnover under official EU DSA rules.
Final Verdict
Overall, enforcing stricter EU DSA rules on AI chatbots, forums, and gaming networks marks a major policy shift. Ultimately, by holding generative AI models to strict accountability standards, the EU continues to set global precedents for online user safety.
